Recent occurrence of marine mammals and sea turtles off Angola and first report of right whales since the whaling era

Marine megafauna occurrence was recorded in the deep-sea region bordering the abyssal plain ~400 km north-west of Luanda, Angola. The survey took place during an Environmental Baseline Study (EBS), prior to drilling exploration activities, with the goal of characterizing the habitat and biodiversity of the region. Offshore shipboard surveys were conducted during September 2018 in water depths ranging from 2350–3850 m. We recorded daytime sightings of marine mammals and sea turtles and at night made audio recordings using passive acoustic monitoring (PAM) methods focused on capturing the sounds of vocalizing marine mammals. A variety of species were visually detected, including the humpback whale (Megaptera novaeangliae), sperm whale (Physeter macrocephalus), common dolphin (Delphinus spp.), striped dolphin (Stenella coeruleoalba), Atlantic spotted dolphin (S. frontalis), and olive ridley turtle (Lepidochelys olivacea). Acoustic click bouts similar to those made by several odontocete species, possibly including beaked whales, were recorded within the 25–48 kHz range. The humpback whale was the most frequently sighted species, accounting for 56% of mammal sightings, indicating a potential far offshore migratory habitat in this region. Most notably, right whales (probable Eubalaena australis) were visually observed. This is the first confirmed record of right whales in Angolan waters since the early 1900s. As development expands in this offshore region, these data can usefully inform future monitoring and mitigation strategies focused on minimizing impacts to wildlife.

This is an edited version of a lecture by economist and former Australian Treasury Secretary (2001–2011) Dr Ken Henry, delivered at a Colloquium in honour of Professor J.W. Nevile, held at the University of New South Wales on 10 October 2012. Taking a practitioner’s perspective, the article surveys the management of the Australian economy from the 1970s to the present, with a focus on the reasons Australia escaped the global financial crisis of 2008 and the lessons for macroeconomic policymakers to be drawn from that experience. The author concludes that macroeconomic policy practitioners have to think deeply about microeconomic connections and the potency of different instruments in addressing shocks with different sources. They also have to deal with considerable uncertainty. The global financial crisis demonstrated forcefully that there is no separation between macroeconomics, financial system stability, prudential regulation, micro-level incentive structures and market efficiency.
Evaluation of a Trauma Pathway Within an Increasing Access to Psychological Therapies (IAPT) Service

Aims
The Enhanced Trauma Pathway (ETP) at Berkshire Healthcare NHS Foundation Trust was established in 2018 to manage high demand on a highly specialist psychology team called the Berkshire Traumatic Stress Service (BTSS). The ETP is used to treat complicated cases of Post-Traumatic Stress Disorder (PTSD) within the IAPT service. However, because of the ETP there is now a cohort of Service Users (SUs) presenting to IAPT with a higher complexity than has been typical, presenting new challenges for the service. We aim to evaluate and redesign the ETP within IAPT to meet the needs of the changing population.
MethodsClinically Led workforcE and Activity Redesign (CLEAR) is a workforce transformation methodology with four unique stages: i) Clinical Engagement: in-depth qualitative analysis of interview data from staff ii) Data Interrogation: cohort analysis using clinical and workforce data visualisations and analysis, iii) Innovation: developing novel solutions with insights from triangulated qualitative and quantitative data, iv) Recommendations: formulation of new models of care (NMOC) and smaller quick high impact service innovations. Thematic analysis was used for the qualitative data. Quantitative data analysis was conducted using the IAPT dataset.
Results27 semi-structured interviews were conducted with staff. SUs on the ETP had longer waiting times, their treatment took longer (18 sessions for ETP Vs 12 for core step 3) and they had lower recovery rates: 32.9% for ETP, 49.9% for core step 3 in IAPT and 57.3% for the whole IAPT service. SUs on the ETP presented with increased risk concerns, often not mitigated by stabilisation work offered. Thematic analysis also identified challenges with recruitment, a lack of qualified staff and inefficient use of skills across the pathway. Staff well-being was found to be paramount, however supporting staff was found to be challenging due to national constraints placed upon IAPT and the targets the service is asked to achieve. A series of recommendations were made including three options for a NMOC. The options suggested different ways to redesign the pathway including an option where there would be a trauma only team within IAPT working exclusively on the ETP.
ConclusionThis evaluation highlights the challenges for the ETP and identifies NMOC to reduce their impact on the service. Further work is required to assess the NMOC once it has been implemented and to further evaluate the needs of the SUs presenting to this service.

We describe an ultra-wide-bandwidth, low-frequency receiver recently installed on the Parkes radio telescope. The receiver system provides continuous frequency coverage from 704 to 4032 MHz. For much of the band ( ${\sim}60\%$ ), the system temperature is approximately 22 K and the receiver system remains in a linear regime even in the presence of strong mobile phone transmissions. We discuss the scientific and technical aspects of the new receiver, including its astronomical objectives, as well as the feed, receiver, digitiser, and signal processor design. We describe the pipeline routines that form the archive-ready data products and how those data files can be accessed from the archives. The system performance is quantified, including the system noise and linearity, beam shape, antenna efficiency, polarisation calibration, and timing stability.

A carbon composite bipolar plate for PEM fuel cells has been developed that has high electrical conductivity, high strength, light weight, is impermeable, and has the potential for being produced at low cost. The plate is produced by slurry molding short carbon fibers into preform structures, molding features into the green body, and using chemical vapor infiltration to strengthen the material, give it high conductivity, and densify the surface to make it impermeable. Current efforts have focused on optimizing the fabrication process and characterizing prototypical components.

GaN films were deposited on sapphire (0001) from triethylgallium (TEG) and NH3 seeded in separate He free jets. as the dissociative chemisorption of NH3 is expected to be rate-limiting in GaN growth, the NH3/He nozzle temperature was varied to control the incident kinetic energy of the NH3 molecules. Using an NH3/TEG flow ratio of 205 and an NH3/He nozzle temperature of 400°C, stoichiometric films were deposited at substrate temperatures ≥530°C. Scanning electron microscopy revealed that films deposited at 580°C are polycrystalline α-GaN with randomly oriented 0.5-μm grains. Films with a closely similar morphology are deposited by using an NH3/He nozzle temperature of 90°C. IN contrast, films deposited at 580°C using an NH3/He nozzle temperature of 510°C consist of whiskers (aspect ratio = c A. 4) which exhibit a-GaN (0001)/sapphire (0001) heteroepitaxy, as evidenced by X-ray diffraction and reflection high-energy electron diffraction.

Editor's Introduction
In the last 30 years, corporations have taken on an increasingly important role in the world economy. Investment decisions made by corporations shape the development patterns of large regions, the goals and means of national economies and the direction of international trade. In many cases, the technological choices made in conjunction with these decisions will determine for decades to come the timing, character, and volume of greenhouse gas emissions.
But the relationship between corporations and the environment is more than a one-way street. Few people, either inside or outside corporations yet realize how much these entities will be affected by the policy decisions made in response to the perceived risks of rapid climate change. Initiatives taken by governments, lending policy decisions made by multi-lateral banks and other development assistance agencies, and campaigns led by activists will all contribute to the climate of financial risks in which strategic planning and investment decisions by corporations play out. And, of course, the lands held by corporations, and the workforces that they employ, are as subject to the forces of climate as any other lands or workforces.
Many see the political forces of the climate change debate as unequivocally hostile to the interests of the corporation, and its need to preserve profitability in a changing world, but Peter Schwartz, Napier Collyns, Ken Hamik and Joe Henri have a broader and more sophisticated understanding of the challenges that environmental issues pose for the modern corporation. Schwartz et al. observe that corporate concern with the environment is not a form of altruism, but a practical response to the concerns of both shareholders and regulators.
